Westminster City is located in Orange County. The land was originally inhabited by the Gabrieleno Native Americans.

Reverend Lemuel Webber founded the city in 1870 and chose its name in honor of the Westminster Assembly of 1643. Westminster was incorporated in 1957.

It was an agricultural community and had some of the best celery fields in the world. In the early years, religious farmers refused to grow grapes since they associated them with alcohol. Today the city is primarily residential and commercial.

Westminster is unofficially considered the "capital" of Vietnamese immigrants, with the highest percentage of Vietnamese-Americans of any city in the United States. A large number of them are refugees that came to the states in the 1970's and live in an area of town known as "Little Saigon".
